There's no easy answer to this question. A marriage license can originally be obtained from any town or city clerk's office in New York State (Villages do not issue marriage licenses). This means that when you want an additional copy of your marriage certificate later, you must go back to that same town or city hall where you originally obtained the license. Your marriage license and certificate are not automatically held in the same place where the ceremony was performed. For example, if your marriage ceremony took place in Buffalo, NY, and you originally got your marriage license from the Syracuse City Clerk's Office, then the City of Syracuse would be where you would need to return in order to obtain an additional copy of your marriage record. In this scenario, there would be no record of your marriage anywhere Buffalo municipalities. The only place you can get a copy of your marriage record is at the original municipality or through New York State.
More information about ordering a copy through New York State can be found here: https://www.health.ny.gov/vital_records/marriage.htm
